There is nothing particular to RTL about accessing a PCI device that I know
of.  If you are looking to write a driver or module for a PCI device you can
start off with _Linux_Device_Drivers_ by Alessandro Rubini it is published
by O'Reilly.  Next look in Linux PCI driver examples.  This should get you
going.  Then you can design it for RTL.
