AFAIK, this is the case. I even suspect that to introduce a bit of jitter if the call to rtl_printf (or printk or rt_printk)  are too frequent ...

Doesn't that ultimately trigger disk write activity to the file
/var/log/messages from the kernel-memory buffers through klogd?
