What about this -

the list server is configured such that if an attachment is included in a
post, the sender is checked against the current list of subscribers. If 
the sender is not on the list, the attachment (or perhaps the whole 
email) is dropped (or, forwarded back to the sender, a millionfold.)

I'm not exactly sure, but it's easy to check for attachments and it's
easy to check against subscribers, so the whole thing should be a snap 
to implement.  *We* can still include attachments while avoiding spam, and
no one has to monitor the list. FSM people?
