There's no pre-patched kernel for RTLinux 3.1.  So, you'll have to apply
the patch in RTLinux 3.1 to the 2.2.19 or 2.4.4 kernel and build your own.

} The RTLinux 3.1 is prepatched, this means that is not necessary to
