I just got this to work on RH7.1:

get linux-2.4.1-tar.gz from ftp.kernel.org.
un-tar it in /usr/src
patch it with kernel_patch-2.4.1-x86
The instructions that you have can be followed from there.

make the link to rtlinux-3.0 in /usr/src/linux
configure it and be sure to turn off power management
compile that kernel: make bzImage, copy bzImage to /boot/rtzImage
fix lilo.conf and run lilo, then reboot to the new 2.4.1 rtlinux kernel
Then, compile the rtlinux stuff, while running the new kernel
you should get a better result.
