I have this working now.  It may be worth putting this in the
documentation somewhere:

 Even though Redhat 7.1 does not include a kgcc package, it is necessary
 to grab the kgcc package from Redhat 7.0 and use this to compile
 both the patched kernel and RTLinux proper.
