[rtl] New version hits the net!!!!!

New alpha version of real-time Linux for 2.1.90 kernel released.

This version works on SMP and non-SMP computers, so please try it out.
We _really_ need your input to make it stable.

1. New timer code.
2. Reduced task latency. Test module that reduces task latency to ~1-2 timer
   ticks.

3. And of cource all the benefits of Linux 2.1.90 ;-)
