[rtl] 8254 programming

Ciao,
- what is the need of using outb_p, in place of the simpler and faster
outb, in programming the 8254?
- why in rtl the read-back approach is preferred to the simple
latched-read of 8254 ports, even if just one port is latched and there
is no need to verify the status?
- when oneshot mode is programmed for a count of N does the interrupt
appear after N or after N+1 counts?
These questions arose after looking at the new rtl for 2.1.90. Since my
practice of the 8254 slightly differs from what I found there and people
develloping it know a lot about the 8254 I'd like to know if I'm doing
something inappropriate, to say the least.
Thanks and ciao,
Paolo.
