[rtl] calling rtf_handler on read-access

Hi there,

I want to install a rt_fifo_handler, that puts data into a fifo, when
a linux-application reads this fifo. But in rt_fifo_new.c I saw, that
my handler will be called _after_ the application is block with
interruptible_sleep_on !
Wouldn't it be better to change that order ?
