[rtl] rt_com

Dear All,

since I am getting more and more requests for Jens Micahelsens rt_com package, I
put an first version of that package (modularized) on my web-page.

There are Makefile.am and Makefile.in to put it as a subdir of you project.
Some documentation needs to be written, I started that already - there's a
chapter in the RTL manual, I will work on that in July, after finishing my
conference tour. We need a README (and probably an INSTALL) for the
distribution as well.

Please send patches/suggestions/comments (in that order) to me, stating rt_com
in the subject.
