I've run Linux on 4MB.  This is pushing it.  Linus himself said
in recent e-mail that he indends to make sure Linux runs "reasonably
well" in 8MB.  The trick here is to use a development system with
lots of RAM and compilethe kernels there.  Needles to say build
a minimal kerel.  You can get it down to 200K Also don't run junk
you don't need.  But I have run on a 4MB 386sx.  Darn slow for
most uses but maybe OK for real-time control with RTL.
