Linux does, I assume does nothing to change this. 
On Cyrix cpu's however, you have to set a special bit 
to enable power down mode. This makes a huge difference
in power dissipation and hence heat output.

Probably not. As there embedded people on this 
list for whom power consumption may be an issue.
