[rtl] measurements example

I recently ran the measurements program from the examples directory on
my old 486/66 running rtlinux version 0.9j.  The sample min/max results
from my computer were 60 and 32,000 ticks, respectively.  In addition,
the kernel reported "lost jiffies" between each iteration.

Have any of you experienced similar results and found corrections to
your systems?
