[rtl] beta13 tests

Hi,
I have managed to get Beta13 running on a dual celeron 333 / dual P II
333.
The measurement task ran under ping and ftp loads showing a max time
error of no more than
25 uSecs for the celeron. In general the P II was a bit worse with an
extra 2uSecs max time error.

this is starting to look very promising.

I'll do a soak test later today.
