No, ftp://rtlinux.cs.nmt.edu/pub/rtlinux/v1/rtlinuxV1.2patch.tgz is latest.
You could just go one directory down, and start browsing on FTP.

Read the list of changes and decide. I would say it is worth upgrading,
because 9J is probably not supported now and could have more bugs.
