You cannot connect to the  web/ftp servers because they have newly
installed a firewall there. They are still trying to move to a server
outside the  firewall. Meanwhile, some people have mirrored the latest
version. One such mirror that I have read about is at:
http://www.ktmarketing.com

If you cannot find what you are looking for, Fred Proctor
proctor@cme.nist.gov is the author of the EMC project. He should know of
some mirrors somewhere.
