[rtl] RT Ethernet Code
Since several people have asked, I will temporarily put the code for the RT
Ethernet stuff on our anon ftp server. Expect it by the end of the work day
today (Friday) or early tomorrow, depending on my schedule.

I'll put the RTE module, as well as our modified tulip driver as a baseline.
The few changes in the driver itself could easily be made to another driver
as well.
