[rtl] Beta16 Makefiles

Downloaded V2 Beta 16 today. Installation went smoothly without any
problems. Noticed the modules are installed
under /lib/modules/etc. which is great.

Modified the top Makefile to add the modules installation path to file
rtl.mk
Fixed the frank example Makefile.

The attached tar file includes both make files.
